Early Intervention/Early Childhood Special Education (EI/ECSE)

Clackamas ESD delivers Early Intervention and Early Childhood Special Education (EI/ECSE) support to young children who exhibit delays or disabilities that affect learning. We coordinate services, and provide specialized consultation and instruction at no cost to families. We work hard to fully include children with disabilities in their communities and prepare children to enter kindergarten ready to learn, providing our services in local preschools, child care centers and homes.

Services

Services we provide include home visiting, consultation in early learning settings such as community preschools, specialized preschool classes, parenting education, and related services. This program is free for eligible families.

Referral

Anyone can refer a child for a screening or evaluation. Please complete one of the referral forms below or contact us via the Intake/Referral contact information at the bottom of this page. Or, you can drop by one of our upcoming free screening events in your community.

Oregon Screening Project is a free and confidential developmental screening for children ages 0-6 may be completed online. Also available in Spanish.

The Parent Portal is used by parents to electronically review and sign paperwork. Once a Parent Portal account is set up, providers/data administrators can route paperwork to parents.

The Parent Portal is mobile-friendly so can be used on computers, smart phones, and tablets. System requirements are listed for parents when they accept the terms of the Parent Portal.

Early Learning Hubs are working in their communities to streamline systems that are easier to navigate for families, increase access to and enrollment in quality childcare and preschool, and the improve the quality of early learning programs overall. Early Learning Hubs focus their efforts all children in Clackamas County, with a focus on children and families who have been historically undeserved and under-represented.
